Beanbags and Bureaucratic nonsense

Ok here is the deal, the sea lions are eating the salmon. The sea lions are protected so you can't thin the herd so what do the bureaucratic geniuses at the Dept of Agriculture come up with to solve this problem? Why of course, you shoot the sea lions with bean bags:

"I got one on the back of the neck with a beanbag and he didn't even drop the fish he was eating," said Schmidt of the U.S. Department of Agriculture.

Blasts of rubber buckshot, earsplitting pyrotechnics on the river surface and underwater firecrackers haven't helped, either.
