Only TAXPAYERS will actually be subject to the insurance mandate in the Senate Mark-up. If you have no refund due you will get a pass...BUT, if you have a tax refund due they will deduct your penalty.Unbelievable...the mandate is unconstitutional and this form of enforcement is clearly discriminatory and unconstitutional.
