State auditors have reviewed files of 444 homes that were weatherized through the program. They say more than half had deficiencies such as proof that recipients were eligible for the program and inspection reports showing whether the work was properly performed. Of 84 homes that auditors visited, nearly half failed to complete weatherization measures or performed work that the program was not designed to pay for.
About 6,800 homes has taken part in the program through the end of June.
