Google can implement a simple/effective encryption system..why don't they?

GMAIL can and should have an easy, effective implementation of PGP encryption.

This would be an invaluable tool for people world-wide living under repressive regimes. In fact, it would help anyone who cares about their email privacy.

Why would Google not jump at the chance to offer their customers easy, unbreakable email encryption?
