The incentive would exempt Amazon from collecting sales tax on goods that it sells inside South Carolina. The deal was offered by Haley’s predecessor and mentor, then-Gov. Mark Sanford, without clearing it with key players in the General Assembly. Now, those lawmakers say it could be difficult to approve the incentive without the governor’s support.
