Only seven per cent were assessed as completely incapable of work, qualifying for unconditional state support.
Emma Boon, of the TaxPayers’ Alliance, said: “It’s shocking that so many of those trying to claim this benefit are in fact well enough to do some kind of work.
“Reform is needed so those who can work are helped to find a job and not left trapped on benefits.
